Abstract
A fC'ader is an essential.fig ure of a community or a group due to his/her role and function which significantly influence the attainment (!f the goal of the community. In this . millennial era, an q[fective leader requires a certain characteristic (Luthans, 20002) and the characteristic needs a contextualization in congruent with the local wisdom. This study aims al constructing a leader··s character development model based on Javanese local wisdom, hustubrata, which involved PKK cadre us the unit of analysis. Using qualitative approach, this study is of a phenomenological research. All the informw11s were selected pwposively and the research data were elicited using pariicipatory obserwllion, semi-structured interview, and docwnenta1J' analysis. The data were thematically and inductil•ely a11aly=ed through l'(1/idation using tria11g11/atio11. collaboration, and audit trial. The research findings indicate that (1) leader's charw.:teristic based on Javanese local wisdom, hastabrnta, was found to be constructive to de1•elop the character of a Lemler in millennial era, (2) a coLlegia! model (not a single majority) can be used as a model or solution in developing the character of a leader. and (3) the local factors (protection and risk) have a sign(/icant if!fluence over character development. 111is study recommends the importance of digging the local characteristics which can constructively develop the people of Indonesia/or the attainment of social we~(are.
