Abstract

This study focuses on the communication management of perpetrators of illegal reclamation practices on the coast of Surabaya called “nggacar”. This study aims to understand the communication management of actors that allowed this practice to be carried out as a regular thing. The study used a qualitative approach with phenomenological methods. The findings show that reclamation actors interpret the reclamation as a legitimate practice and as the indigenous people’s historical right in Kenjeran. Kenjeran people enjoy the economic potential of their ancestral lands as an instrument of protesting against reclamation by large housing developers.
