Abstract
The purpose of this thesis is to be familiar with and know the internal and external factors of an organization, so that the organization is able to find out the causes and analyze the turnover condition of the workers following Kepmen No. Kep-150/MEN/2000 in PT. Karya Agung. The method used is descriptive-analytic qualitative method, in which the narrative explanation about the subject behavior process is suitable with the problem being examined. The data were collected from observation, interview, documents and questionnaires. The result of the study can be concluded from the result of data analys, in which unsatisfied workers are one of the several factors accounting for the increase the employee turn over in PT. Karya Agung. The human Resources Strategy that has been applied cannot anticipate the high turnover and cannot give certain satisfaction to the employees. There are a lot of employees who leave the company to find other alternatives, to find more satisfaction and to be able to fulfill their needs. The human Resources strategy in PT. Karya Agung Surabaya needs some changes to reduce the level of the turnover, by increasing employee satisfaction.
